Recognitions.  Several rural students participated in the Reading Rainbow Young Writers and Illustrators Contest sponsored by South Dakota Broadcasting.  Taylon Jenson, Enning, won second place in the second grade division; Tristen Simons, Enning, placed in the top ten in the same division; Shanna Moreland, Enning, placed third in the first grade division.  Two Elm Springs students, Mazee Pauley and Drew Antone, did not place but received certificates of participation.

 

Pam Wilson, Elm Springs, won the West River State/Regional Modern Woodmen Oratory competition held May 15, 2002, in Sturgis. 

 

The following high school students participated in the All-State Jazz Band held in Aberdeen in May:  Eric Davies, Tracy Davies, Samantha Michalson, Clay Smith, Peter Fischer, Ashley Steffe.

Levi Harrington, Sturgis Brown High School student, was selected for the All Greater Dakota Conference Team in Boys Tennis.

 

At the South Dakota AA Track competition, the following Sturgis Brown High School students were successful:  Christine Francis, Shot Put Champion and Discus Champion; Chet Delbridge, Shot Put Champion; Shane Ahlers, 3200 Meter Run Champion.

 

The Board recognized the “Students of the Month” from Sturgis Willliams Middle School, Sturgis Elementary, Whitewood Elementary, Piedmont/Stagebarn Elementary, and Rural Schools for the month of May. 

 

Students who achieved perfect attendance for the fourth quarter were recognized.

 

Students who achieved perfect attendance for the year were invited to attend the meeting; Board President Koontz presented each with a certificate of recognition.

8:00 p.m.  Public Hearing on 2002-2003 Budget.  As advertised, a public hearing was held to inform the public of proposed expenditure budgets and means of finance for FY 2003.

 

Energy Education Contract.  MOTION by Blair, seconded by Wahl, and carried to cancel the contract between Meade School District 46-1 and Energy Education, Inc. and to pay a termination fee of $22,080.  Martens opposed the motion.

 

Western Dakota Technical Institute Request.  MOTION by Wahl, seconded by Blair, and carried to approve a request from Western Dakota Technical Institute to declare the twenty head of cows owned by Meade School District as surplus and to authorize the sale of such cattle in accordance with state law, with the condition that the high school agricultural program retain the access to cattle procured by WDTI for educational purposes.

 

Web Page Publishing Guidelines.  The Board reviewed the proposed Meade School District 46-1 Web Page Publishing Guidelines.

 

District Level Goals Progress Report.  Superintendent Heinert reviewed the progress the district has made on the goals established earlier in the 2001-2002 school year.  He reported that while satisfactory progress has been made in all goal areas, more work remains to be done, and some goals are ongoing.  Therefore, the work on our current goals will be continued into next year.  

 

Old Piedmont School Committee.  Chairperson Thuringer reported that the platting of the Old Piedmont School property has been completed and that it will be presented to appropriate Meade County officials at their next meetings for approval before it can be offered for sale.  The Board discussed the benefits of holding an auction as opposed to offering it for sale through a sealed bid process and questioned the addition of covenants as conditions to the sale.  The committee will make further recommendations to the Board regarding the disposal of this property.

 

Capital Improvement Project Committee.  Chairperson Martens reported that the paving project committee has engaged the services of the Alliance of Architects and Engineers to design the parking areas and lighting at the high school complex.  The paving will be completed in phases and will be offered for bid at a later date when the prices are expected to be more competitive.  The lighting project will be bid for completion by fall.  The cost to hire the Alliance of Architects and Engineers for the design and preparation of bid documents for this project is $26,250.

 

Reports.  Superintendent Heinert reported that he attended a meeting of ESD+5 superintendents and Representative Tom Hennies regarding proposed legislation regarding the funding of education in South Dakota.  Mr. Heinert has been contacted by PASS (Parents Against Switching Seasons) to enlist support in their attempts to prevent the switching of athletic seasons by the South Dakota High School Activities Association.  The Black Hills National Forest Advisory Board has contacted Mr. Heinert; they wish to know if the district would like to submit a nomination for membership on this advisory board.  The School Board suggested that the nominee be either Jeff Manley or James Heinert and will make the official nomination at a later date.  The kindergarten pre-registration information presented to Mr. Heinert suggests that there is not enough interest among parents to hold kindergarten classes at the Badger Clark facility for the 2002-2003 school year.  From this time forward, kindergarten registration for the 2002-2003 school year will be limited to the site at Francis Case Elementary.

 

Sturgis Elementary Principal Norman Graham reported that the school starting times at the various elementary sites have been staggered at five minute intervals to enable parents of elementary school children to deliver their children to school on time.

 

Board member Koontz reported on recent activities of the Black Hills Special Services Co-op.

 

9:32 p.m.  Executive Session.  MOTION by Martens, seconded by Blair, and carried to recess and then enter into executive session to discuss negotiations and personnel matters.

 

11:04 p.m.  Meeting resumed.

 

MOTION by Maag, seconded by Blair, and carried to approve the salary and fringe benefits package for support staff for the 2002-2003 school year as recommended by the Board negotiations committee.

 

Having secured a temporary alternate source of funding, MOTION by Manley, seconded by Wahl, and carried to extend the employment of custodian Doug Green through September 30, 2002.

 

MOTION by Blair, seconded by Davies, and carried to renew the contract of the superintendent through June 30, 2005.
