Recognitions.  High School All-State Chorus members include Sabrina Uttecht, Lydia Golden, Chris Weyer, Matt Ward, Jeni Moken, Liz Nettleton, Ben Nelson, Evan Keffeler, Sarah Manley, Diana Roth, Doug Heltibridle, Jon Zeigler, Dani Heinert, Tracy Davies, Richie Nelson, and Joe Cass.  The alternates are Jamie Harris, Shaylyn Clutter, Caleb Tesnow and Garrett Manley.

 

Two High School students were selected for All-Conference teams; they are Brad Shetler for Boys Golf and Elizabeth Moore for Girls Tennis.

 

Laura Meyer, grade 12, is a National Merit Scholarship semifinalist.  Laura is one of about 16,000 students from across the United States out of over a million entrants to qualify by her performance on the PSAT/NMSQT. 

 

Matt Hines, grade 12, recently passed the CCNA exam.  The Cisco Certified Network Associate Exam is the culmination of our Cisco computer classes at the Academy.  Matt is the first student from Sturgis to complete this rigorous course. 

 

Austin Trask’s poster on an electrical safety tip was published in the September 2003 Cooperative Connections Magazine which is a publication of the West River Electric Association.  Austin, a 6th grade student at the Elm Springs School, was also a third place winner in the Red Ribbon Poster Contest.

 

Courtnie Huber, Grade 5, Whitewood Elementary, was a third place winner in the Red Ribbon Poster Contest.

 

The following students in the upper grades classroom at Elm Springs had poems published in the book entitled A Celebration of Young Poets, Midwest Spring 2003:  Kelli Wilson, Grade 6, Joe Trask, Grade 8, Gemma Trask, Grade 5, Mick Trask, Grade 7, Tomilyn Trask, Grade 5, Sutton Enninga, Grade 5.

 

“Students of the Month” for the month of September were recognized by the Board.

 

The October Character Trait of the month is “Responsibility,” which includes accountability, thinking before taking action, and doing what you are supposed to do.

MOTION by Thuringer, seconded by Martens, and carried to accept the high bids for the above items and to authorize the Business Manager to complete the sale transactions and arrange for appropriate transfer of titles to the new owners.

 

SDHSAA Board of Directors Run-off Election.  MOTION by Martens, seconded by Manley, and carried to cast a ballot for Randall D. Royer from Spearfish in the Run-off Election for a position on the South Dakota High School Activities Association Board of Directors.

 

Third Reading – Policy File:  IGDK Participation of Alternative School Students.  Heinert reviewed the amendments made at the September 2003 School Board meeting which would have limited participation of alternative-instruction students to those who are residents of Meade School District and would have required a limited enrollment and/or fee from non-resident alternative-education students.  Koontz offered an amendment to the proposed policy, seconded by Manley, which states that resident alternative-instruction students must enroll in and attend at least one (1) class at Sturgis Brown High School and non-resident alternative-instruction students must enroll in and attend at least two (2) classes.  The amendment to the proposed policy passed with Martens voting “no.”  MOTION by Davies, seconded by Chowen, and carried to adopt Policy File: IGDK Participation of Alternative School Students as amended with Martens and Jenkins voting ”no.”

Legislative Roundtable.  The Board agreed to host the District 29 Legislators in a roundtable session immediately before the regular November, 2003, meeting. 

 

Facilities Master Plan Study.  The Board agreed to set a Special Board meeting to invite representatives from the Thurston Design Group to return for a more detailed presentation of the Facilities Master Plan and a “Question and Answer” session.  The date for the Special Board meeting will be either Tuesday, December 2, 2003, or Monday, December 1, 2003.

 

SDFSA Resolution.  MOTION by Martens, seconded by Chowen, to pass the following resolution regarding the school lunch program.  The Board was polled with these results:  Chowen, Wahl, Martens, Davies, and Jenkins voted “yes;” Thuringer, Blair, Manley, and Koontz voted “no.”  Motion carried.

 

WHEREAS, the federal child nutrition programs, including the school lunch and breakfast programs, are important to the health and education of SOUTH DAKOTA;

 

WHEREAS, the child nutrition programs must be reauthorized by the Congress of the United States during the current fiscal year;

 

WHEREAS, reduced price school meals are offered, in participating schools, to children with family income between 130% of the poverty line and 185% of the poverty line;

 

WHEREAS, many families in the reduced price income category are finding it difficult to pay the reduced fee and, for some families, the fee is an insurmountable barrier to participation;

 

WHEREAS, the Special Supplemental Food Program for Women, Infants and Children (WIC) provides free benefits to all participants with family income below 185% of poverty;

 

NOW THEREFORE BE IT RESOLVED, that the School Board of Meade School District supports reauthorization of all federal child nutrition programs;

 

BE IT FURTHER RESOLVED, that the School Board of Meade School District urges the Congress of the United States to eliminate the reduced price school meals programs, and to provide free meals for all children with family incomes below 185% of poverty; and

 

BE IT FURTHER RESOLVED, that this RESOLUTION, shall be sent to the South Dakota congressional delegation in Washington, D.C.

 

First Reading of Proposed Policy Revisions:  File:  IF  Curriculum Development, File:  IFD  Curriculum Adoption, File:  IIA  Selection of Instructional Materials.  The Board had the first reading of proposed revisions to the policy files regarding curriculum development and adoption.

 

Official Fall Enrollment.  Heinert reported that the official fall enrollment count on September 26, 2003, and the total enrollment in Meade School District 46-1 was 2,643.  This number reflects a 58-student decline in enrollment from the official enrollment taken at the same time last year.

 

Reports.  Heinert reported that he attended a meeting of ESD +6 schools with Governor Rounds and learned about the Governor’s plan for funding education next year.  He reported that the Administrative Team is reviewing our attendance policy along with those of several other schools across the state in conjunction with our school improvement plan.  He also reported that the Associated School Boards of South Dakota will be hosting a Legislative meeting on October 23, and a School Law Seminar on October 29 and invited Board members to attend.  The District will be hosting a seminar entitled “Crucial Conversations” with Kevin Miller presenting; other area schools and businesses are invited to attend. 

 

Koontz reported on the recent activities of the Black Hills Special Services Co-op.
